Group Managers have the ability to edit Group settings, send out announcements and email blasts, and invite or remove Members. They also have full posting capabilities and can view the Member Database in the Group(s) they manage. Members can also search for Group Managers in the Member list when they need assistance in the Group.
Note that onboarding emails come automatically from the Primary Group Manager. However, if a Member is invited to a Group, the invitation emails will be sent from the person who is inviting the Member. While Community Admins may be setup as Group Managers, the Group Manager designation does not give access to Community Settings.
